The author presents the problem whether there really exists a specificity of means in the battle against allegedly harmful Lepidoptera. The credibility of Article 2 of the Arrete prefectoral (Prefectorial decree) no. 99-1279 of Digne, France, authorizing the destruction of allegedly noxious species in effect reposes on the existence of this specificity of means to combat the pests. In cases where this specificity does not exist, Article 1 of the prefectorial decree would be in contradiction to Article 2 because harmless species would be destroyed during the pest control measures.
